Revision of book binding standards

Excerpt from: Today's Printing 1. The basis and necessity of the revision of standards In order to better implement the Ninth Five-Year Plan for National Economic and Social Development and its 2010 Vision Outline, according to the spirit of the "Standardization Law of the People's Republic of China", according to the national quality The Technical Supervision Bureau revised the requirements for material standards. Under the guidance of the Press and Publications Administration, the National Printing Standardization Technical Committee decided to revise the fifteen books and periodicals printing standards that were established and used in 1991. Nine of them were related to binding standards. .
The 15 "printing standards for books and publications" issued and implemented in 1991 were not able to find the corresponding reference materials because of the limitations of the conditions set at that time. The level of the drafters was also limited, and more than seven years after the implementation of the standard, during which time Major changes have taken place in printing equipment, process technology, raw and auxiliary materials, inspection methods, personnel quality, and management level. The content of the standard has not been adapted to current production needs. After the implementation of the 15 standards, two batches of standards on binding have been successively formulated. There is a place where there is no uniformity in the content before and after the quotation. Therefore, it is absolutely necessary to revise the batch of standards.
2. Principles and Guiding Ideology for Revising Tickets The basis and guiding ideology of this amendment is the guidance of the “Two Transformations” put forward by the State Bureau of Technical Supervision, reform-driven, market-oriented, improvement of standards, improvement of the system, and acceleration of convergence. The principle of standardization is to promote development and hostile to the socialist modernization of the enemy. The principle is that the revision of the standard must be closer to international standards and be combined with domestic realities to guide the actual work.
At the fifth national communication meeting of the Standardization Technical Committee held in October 1997, representatives from more than 80 localities held serious discussions on the revision of 15 standards. In November 1997, the Standardization Commission held a seminar on the revision of experts in Beijing, and put forward many useful opinions and suggestions, clarifying the guiding ideology of the amendment: If there are international standards, they can be equivalently adopted (ISO9000 standard). ); can not be equivalent to the use of the equivalent can be used to close to international standards or advanced foreign standards, absorbing its essence, for my use. However, regarding the book printing and binding standards, we have been paying attention to the collection of information from the beginning to this time. We have not found the same or similar standards. Therefore, this time the amendment was based on in-depth investigation and study, careful testing and extensive solicitation of opinions, combined with the practice of medium and large-scale enterprises, and considering the development of science and technology, equipment updates and material performance improvement. In the revision process, wherever possible quantitative indicators, try to use data to indicate. For those that are difficult to express in data, use accurate representations.
3. Determined the style and structure of the new binding standard Among the nine binding standards implemented in 1991, there was the CY/T7.1 "Post-press Processing Terminology" standard. This amendment was revised due to the GB 9851 national printing technology terminology standard. It was decided to incorporate the relevant contents of CY/T7.1 into GB 9851, and the “Presswork Terminology” standard was no longer revised. For ease of use, the binding standards have been adjusted and revised in style and structure.
To CY/T7.3 "Quality Requirements and Inspection Methods for Hardcover Book Blocks", CY/T7.4 "Quality Requirements and Inspection Methods for Glue-binding Books", CY/T7.5 "Quality Requirements and Inspection Methods for Spool Binding Books," CY /T7.4 "Quality Requirements and Test Methods for Hardcover Bookcases", CY/T7.7 "Quality Requirements and Testing Methods for Coating Films", CY/T7.7 "Quality Requirements and Testing Methods for Coating Films", CY/T7.8 "The requirements and test methods for foiling quality", CY/T7.9 "Cut quality requirements and inspection methods" were combined, and CY/T13 "Quality Requirements and Inspection Methods for Offset Printing" implemented in 1995 were adopted. CY /T16 "Quality Classification and Inspection Methods of Hardcover Books", CY/T20 "Quality Classification and Inspection Methods of Hardcover Albums," and CY/T21 "Classification and Testing Methods of Classical Works" and other standards, revised to "Binding Quality Requirements" And test methods - hardcover.
To be CY/T7.2 "Quality Requirements and Inspection Methods for Paperback Book Cores", CY/T7.4 "Quality Requirements and Inspection Methods for Glue-binding Books", CY/T7.5 "Quality Requirements and Inspection Methods for Spool Binding Books," CY /T7.7 "Quality Requirements and Test Methods for Film Lamination", the relevant contents of CY/T7.8 "Quality Requirements and Inspection Methods for Hot Foil" and CY/T7.9 "Quality Requirements and Inspection Methods for Cutting" were merged. CY/T13 “Quality Requirements and Inspection Methods for Offset Printing” published in 995, CY/T14 “Quality Requirements and Testing Methods for Text Printing on Textbooks”, CY/T15 “Quality Classification and Testing Methods for Outfitted Books and Periodicals”, CY/T19 The content of the "Paperback Book Quality Classification and Testing Methods" was revised to "Binding Quality Requirements and Inspection Methods - Paperback."
To advance the content of the CY/T22 Standard for Quality Rating and Testing of Saddle-stitch Books and Periodicals implemented in 1995, and to incorporate the CY/T7.7 “Quality Requirements and Test Methods for Laminating Film” in the revised nine binding standards. The relevant contents of CY/T7.8 "Quality Requirements and Inspection Methods for Hot Foil" and other standards were revised to "Binding Quality Requirements and Inspection Methods - Saddle Stitching".
The revised style is the independent and post-press processing standards for hardcover, paperback, and saddle-stitching, which meet the requirements of the Ministry of Labor's professional classification. In order to make the revised standard scientific, reasonable, uniform, practical, and instructive, each revised standard is optimized by a combination of related standards, deleting duplicates, unsuitable or outdated content, and irrelevant The important words and expressions, some concepts that were not accurate enough and were similar to the content before and after the change were not uniform or even contradictory, so that the standard style was clear, the content was simple, clear, unified, and the limitations in the standard and the content of the standard were not improved. Easy to grasp, easy to apply, but also conducive to the implementation of corporate standardization.
IV. Confirmation of the task and time limits for repairs The Standards Committee, after extensively soliciting opinions and harmonizing the principles and guidelines for the revision of the standards, has been held in December 1997 at the Beijing Standard Commission under the guidance of the Department of Printing Industry Administration of the Press and Publications Administration. The committee and related personnel revised the “Book Printing Standards” meeting, discussed and determined the tasks and time limit for repairing the standard, revised the program, and repaired the organization. It was decided that Prof. Lian Jie from China Printing Corporation was the head of the repair team and the implementation of the drafting of the standards. People, standards drafting requirements and styles.
In May 1998, the drafting committee and the drafting staff of the standard held special meetings to exchange drafting information, unifying understanding, determining the standard structure to be repaired, and further clarifying the progress of repairs.
In June and August 1998, the Standardization Commission twice sent the drafted standards to members of the National Standardization Committee, printing administrations of various provinces, municipalities, and autonomous regions, printing quality inspection stations, large printing companies, and related departments. Ask for opinions.
In November 1998, the Standards Committee held a meeting of the representatives of the repairs and repairs, the drafters reported on the revision of the tenders, and they listened to the opinions of the deputies face to face. According to the opinions put forward by the delegates, the drafters amended each one by one. At the beginning of 1999, the manuscript was sent for review and sent to the members of the National Commission of Standards for examination. More than three-quarters of the committee members agreed to the letter, and some also proposed amendments. On this basis, the drafters have made serious amendments to the standards and then submitted reports and submitted drafts.
The revision of the standard took more than one year from the time the decision was made and the completion was completed. The fourth revision was made. The Press and Publication Administration approved on May 7, 1995 and published it in a new technical character [1999] 516 article:
CY/T27-1999 binding quality requirements and test methods - hardcover CY/T28-1999 binding quality requirements and test methods - paperback CY/T29-1999 binding quality requirements and test methods - saddle stitching currently revised standard positive It will be printed by the Secretariat of the National Printing Standardization Technical Committee and will be implemented nationwide on September 1, 1999.
V. Some explanations 1. This time only the revision of the binding standards implemented in 1991, but the revised content involves two batches of standards implemented around 1995. Considering the integrity, unity and ease of use of the standard, the relevant contents of the last two batches of standards were absorbed by the time. In the process of future publicity, implementation and implementation, the new standard was used as a saw, and the next two batches of standards were revised. At that time, delete the repetitive content or remove the entire standard. The current two batches of standards are temporarily used together.
2. Post-press processing terminology “surface finish” is interpreted as: “a general term for coating, filming, rubbing, foiling, embossing, or other decorative processing on book covers or other printed matter”. According to this explanation, the contents of CY/T7.7 and CY/T7.8 should be attributed to the scope of surface finishing, and an independent surface finishing standard should be established. However, the content of surface finishing is not only applicable to bookbinding, but also applies to the packaging and decoration of products, and the content experts currently applied to product packaging and decoration have not yet obtained a unified opinion. In order to speed up the progress of the repair and maintain the integrity of the standard, we first absorb the relevant content of CY/T7.7 and CY/T7.8. If the product has these contents, it shall be implemented according to the requirements in the standard; the product does not have such content. , as usual. When the conditions are relatively mature, then develop an independent surface finishing standard.
3. Members of the Printing Standards Committee and relevant experts have undergone repeated argumentation during the process of revising the standards and have complied with the requirements of the competent authorities - they must adhere to technological progress, make the standards scientific and advanced, and must also be compatible with our country's The combination of specific conditions makes the standard instructive and practical. To this end, the standard was revised on the basis of the conditions of medium and large enterprises. As a quality product standard, no matter how good the company is, as long as it engages in bookbinding, it must meet the requirements of the standard. Due to the differences in geographical location, production scale, product structure, equipment performance, material supply, process routes, personnel quality, and management level of each company, there may be two situations: Some small enterprises temporarily fail to meet the requirements of the standards, and these enterprises must Create conditions. Training talents, strive to meet the requirements of the standard; the other part of the company's software and hardware is better, such companies can develop business standards better than the unemployed standards, so that companies are more competitive.
4. Due to the renewal and replacement of equipment, the upgrading of materials and performance, the optimization and improvement of process technology, and the standardization and improvement of management standards, including the implementation of standards and standardization work, the quality of printed products in China has been greatly improved. , But there are also unsatisfactory, from the bookstore and the company's sampling, there are certain problems in product quality, reflected in the quality of the binding more. In response to the existing problems, the Printing Committee Secretariat and relevant units are prepared to increase publicity on new standards, improve the quality awareness and knowledge of relevant personnel, and improve the overall level of printing products. This is also the basis for the revision of standards. purpose.
