Yuan Guibin, a member of the National People's Congress and deputy general manager of Foshan Textile Machinery Co., Ltd., has proposed including sports and fitness activities as well as health check-ups under medical insurance coverage. This idea was raised during this year’s two sessions, where healthcare and medical insurance remained a top concern for many deputies.
Yuan pointed out that while more people have enrolled in medical insurance since the implementation of the Social Insurance Law, the current system only covers medical expenses when an individual is hospitalized due to illness. Health check-ups, which are crucial for early disease detection and prevention, are not included in the reimbursement scope. This gap leads to a situation where people tend to focus on treating diseases rather than preventing them.
He also noted that although many companies offer regular health check-ups as part of employee benefits, some companies with existing health insurance policies no longer organize these exams. As a result, many individuals—especially retirees, the unemployed, and those with flexible employment—lack the motivation to undergo regular health screenings.
To address this, Yuan suggested that health check-ups be covered by medical insurance, encouraging proactive health management. In addition, he proposed including sports and fitness expenses in the medical insurance coverage. This could be done by allowing a percentage of the personal account balance to be used for such purposes or setting an annual limit for fitness-related spending.
By making these changes, Yuan believes it will promote a culture of regular exercise and long-term health awareness, helping to reduce the burden on the healthcare system and improve public well-being. His proposals aim to shift the focus from reactive treatment to preventive care, ensuring that medical insurance plays a more comprehensive role in maintaining public health.
