According to the director of the Department of Commerce and Trade Services Management Department of the Ministry of Commerce, Jian Jiankai, in recent years, the over-packaging of commodities has become more intense, which has aroused widespread concern in the society and brought great harm to economic and social development. First, it has wasted resources and has intensified. The contradiction between supply and demand for resources and energy; second, polluting the environment and endangering human health; third, increasing product costs and harming the interests of consumers; and fourth, contributing to extravagance and waste, affecting the social atmosphere. This phenomenon runs counter to the goal of building a resource-conserving and environment-friendly society. It is incompatible with the Chinese nation's tradition of advocating simple, thrifty virtues and must take effective measures for governance.

Director Jian Jiankai said that over-packaging of goods is characterized by too many layers of packaging, excessive packaging gaps, high packaging costs, luxuries in material selection, and not conducive to recycling. In recent years, in response to the over-packaging phenomenon in the production and sales of moon cakes, the Ministry of Commerce, in accordance with the unified deployment of the State Council, cooperated with relevant departments to carry out comprehensive rectification work and achieved initial results. The adverse phenomena such as luxury packaging, gift tying, and “high price” mooncakes have been suppressed to some extent, and the sales prices have also basically returned to rationality. However, the problem of excessive packaging of moon cakes in some retail outlets, especially some high-end hotels and restaurants, has not been completely cured. In addition, health care products, tea, alcohol, cosmetics and other commodities also have excessive packaging and luxury packaging problems.

In order to further strengthen the efforts to rectify excessive packaging, the Ministry of Commerce, in accordance with the unified deployment and requirements of the State Council, regards the over-packaging of merchandise as an important part of the implementation of the national energy saving action, and formulates special projects for “moderate packaging and resource conservation” in the business sector. In the work plan, the “Notice on the Specialized Work of the Ministry of Commerce on Packaging and Resource Conservation in the Commercial Field” was issued (Commercial Reform Issue No. 288), and notifications were issued jointly with the Development and Reform Commission, the Central Propaganda Department and other relevant departments. , Urgently dispose of over-packaging of goods, including moon cakes. It is required that all localities do a good job of propaganda and guidance, carry out self-discipline in the industry, strengthen market supervision and inspection, and maintain a normal market order. Those who sell excessively packaged goods against illegal sales shall be handled according to law and rectified within a time limit.

At the press conference, five associations including the China Federation of Commerce, the China Light Industry Council, the China Packaging Federation, the China Healthcare Association, and the China Consumers Association jointly issued an initiative to promote the active research and development of packaging companies, which is conducive to resource conservation and recycling. Packing new materials and new technologies, focusing on the promotion of packaging new designs, new processes, and new products that meet the requirements of energy conservation and environmental protection; advocating innovative packaging concepts for commodity production companies, increasing awareness of social responsibility, and simplifying, "slimming down" and simplifying commodity packaging.
